Brig. Gen. D. Rodger Waters
The Adjutant General

Serving as the 31st Adjutant General for the State of Nevada, BG D. Rodger (Dan) Waters commissioned as a second lieutenant of Aviation upon graduation from Officer Candidate School in August 1992. BG Waters has commanded at the company, battalion, brigade, and joint task force levels and served in multiple positions as an Aviation, Armor, and Infantry Officer with assignments in the United States, Panama, Kosovo, Afghanistan, Germany, and Belgium. He is certified by U.S. Northern Command as a Dual Status Commander and Defense Support to Civil Authorities Specialist.
Staff assignments include a tour with the 11th Armored Cavalry Regiment as part of Operation Noble Eagle, with the 82ND Airborne Division as part of Operation Enduring Freedom, and with the Director of Strategy, Plans, and Security Cooperation at U.S. European Command. BG Waters also served as Staff Director to the U.S. House of Representatives Select Subcommittee on Intelligence and Counterterrorism, as Chair for the Department of Military Science at the University of Nevada-Las Vegas, and as a Brookings Institute Legislative Fellow.
BG Waters’ military education includes the National War College (earning a Master of Science in National Security Strategy), Leadership at the Peak, Senior Executives in National and International Security, Harvard Cybersecurity: Intersection of Policy and Technology, Army Aviation Senior Leader Course, Joint Force Maritime Component Commander Course, and Senior International Defense Management Course. In his civilian studies, he earned a Master of Business Administration at the University of Nevada, a post-graduate certificate in Advanced Public Policy Leadership from George Washington University, and an Executive Certificate in Public Leadership from Harvard University. Furthermore, he is a graduate of the Center for Homeland Defense and Security’s Homeland Security Executive Leaders Program and the Department of Homeland Security’s Vanguard Executive Crisis Leaders Fellowship Program.
BG Waters' decorations include the Defense Superior Service Medal, Legion of Merit with one Bronze Oak Leaf Cluster, Defense Meritorious Service Medal, Meritorious Service Medal with one Silver Oak Leaf Cluster, and Air Medal. He earned the Army Senior Aviator Badge, Army Aviation Badge, Parachutist Badge, Pathfinder Badge, Air Assault Badge, U.S. Navy Scuba Badge, and Ranger Tab. Additionally, he is a 1999 recipient of the General Douglas MacArthur Leadership Award.
BG Waters is happily married to the former Kimberly Jane Jenner, and they are the proud parents of three adult children.
